Call the City Service Department at (614) 237-8612 anytime before March 31 to change your garbage cart size or to add a second garbage or recycling cart. Each additional cart comes with a one time charge of $50 (paid to the City) and a monthly collection fee increase of $2 (paid to Local Waste).

If you have no use for your old containers,  place them to the curb on your next collection day with a sign that says "please remove."

General Collection Guidelines

​Whitehall Collection Day: Wednesdays

  • Cart/Can Placement: Please bring your garbage, recycling and yard waste to the curb prior to sundown on Tuesday. If you notice that your collection was missed, call Local Waste directly at (614) 409-9375. Cart lids must be closed each week.

  • Cart/Can Type: For curbside garbage and recycling, residents must use the new standardized garbage and recycling carts provided by the City. Yard waste and one bulk item weekly main remain outside the new carts. Yard waste should be placed in a clearly marked container or a paper yard waste bag (available at most home improvement stores). Yard waste stickers are available at City Hall free-of-charge. To order a new cart or switch cart sizes, call the Service Department at (614) 237-8612.

  • Recycling: Recycling in Franklin County is managed by the Solid Waste Agency of Central Ohio (SWACO), and Whitehall's recycling specifically is taken to a facility operated by Rumpke. Rumpke operates a single-stream recycling facility, meaning that you can mix your recyclables prior to collection. Please place items loosely in your bin (do not bag or bundle; specifically plastic bags should never be placed in your curbside recycling).   • Bulk Items: One bulk item may be set out each week with normal collection, or multiple items can be set out as part of unlimited collection days (May 5, July 7, October 6 and December 29, 2021). Accepted items include furniture and small appliances. Unaccepted items include construction debris, refrigerators/freezers and household hazardous waste. Additional bags of garbage do not qualify as bulk items.

  • Scheduling Special Collections: If you only have one bulk item for the week, there is no need to call ahead for removal. If you have more than one bulk item, or extra trash, Local Waste Services offers special collections for a small fee. Snap a photo and send it to Local Waste Services (info@localwasteservices.com) for a personalized quote. If you don't have a camera or email, call Local Waste Services at (614) 409-9375. To have your extra items collected on Wednesday, contact Local Waste Services no later than 3 p.m. on Tuesday.

  • Yard Waste: Yard waste is also collected curbside on Wednesdays. To participate, place your yard waste in a clearly labeled container or a paper yard waste bag (available at home improvement stores) for collection. Branches may also be bundled. A “Yard Waste Only” sticker is being provided as part of this welcome bag and can be used to label your yard waste can. Additional stickers can be picked up from the Service Department at City Hall (360 S. Yearling Road). 



Each home has the option of three garbage cart sizes (95-, 65- or 35-gallons), while all recycling carts are 65-gallons. Now that carts have been rolled out, you may switch your garbage cart size one time prior to March 31. To switch sizes, call the City Service Department at (614) 237-8612.


Need more space? You may purchase a second 95-gallon cart and/or a 65-gallon recycling cart for a one-time $50 charge per cart, with a corresponding $2 per month increase in monthly fees paid directly to Local Waste. To order a second cart, call the City Service Department at (614) 237-8612.



Households are charged one combined monthly rate for garbage, recycling, yard waste and bulk item collection. The overall rate is based on garbage cart size, with lower rates for smaller cart capacity. There is not a rental fee for the carts; rather, monthly rates are for collection only. Collection rates are paid on a quarterly basis directly to Local Waste Services. Quarterly billing and administrative fees also apply. Seniors (those over the age of 60), qualify for a 10% discount off the monthly rate. Call Local Waste at (614) 409-9375 to apply for a senior discount.

Do I have to use the new carts?

Yes. Whitehall has moved to a "cart contents-only" program, in which only garbage and recycling placed inside the new carts will be collected. Exceptions include one bulk item per week, and yard waste, which can be set out in a paper yard waste bag or bin labeled "yard waste."

Will my garbage and recycling collection day change?

No. All households in Whitehall will continue to have garbage and recycling collected on Wednesdays. Additionally, yard waste and bulk item (limited to one item per week) collection will be on Wednesdays. To participate, place your carts to the curb (with the front of the cart facing the street/cart handles toward your house) by Tuesday evening each week.

Will bulk item collection change?

Yes. As part of the new contract, each household will be limited to one bulk item (e.g. unwanted furniture, small appliances, etc.) each week. There will also be four unlimited collection days, set for:

  • May 5, 2021

  • July 7, 2021

  • October 6, 2021

  • December 29, 2021 

Is there still a senior discount?

Yes, qualifying seniors will continue to receive a 10% discount on the monthly garbage collection fee. To find out if you're eligible or to apply please contact Local Waste Services directly at (614) 409-9375.

What do I do with my old trash containers?

Old garbage containers can be reused in your home (for yard waste, bird seed, or otherwise), or if unwanted, can be set out for collection with your garbage. For unwanted garbage cans, place them to the curb to be collected by Local Waste with a sign stating "please remove." 

If you rent a garbage or recycling cart from Local Waste, call (614) 409-9375 to have the cart removed.

How were the new carts paid for?

In 2020, the City  partnered with the Solid Waste Authority of Central Ohio (SWACO) and The Recycling Partnership to provide Whitehall households with a new wheeled garbage cart and 65-gallon recycling cart, free-of-charge. The free carts are made possible through over $200,000 in grants.

Can I switch cart sizes later if needed?

We understand that the new carts represent a major change and that it might be hard to estimate your garbage cart needs. If you later decide that you need a larger or smaller garbage cart size, you will have the option of making one switch within the 90-day period (between January 6 and March 31, 2021). After the implementation period, no switches may be made for a period of one year.

Will yard waste collection change?

No. Yard waste collection will stay the same. To participate, place your yard waste in a labeled can or in a yard waste bag out for collection with your garbage and recycling. Yard waste collection will still be on Wednesdays, community-wide.

Do I take my new carts with me when I move? And what if they break?

Garbage and recycling carts should be left at your property when you move. They will be branded for the City of Whitehall and are meant to be used with automated collection trucks. If your cart breaks, call the City Service Department at (614) 237-8612. We will fix your cart or replace it as needed.

What do I do with my old recycling totes?

The 18-gallon recycling totes currently in use can be reused in the home for recycling or other purposes, or can be returned to Local Waste where it will be recycled. 

For unwanted recycling totes, place them to the curb to be collected by Local Waste with a sign stating "please remove." 





  • Through November 2: Households were invited to select their garbage cart size.

  • December 7: Garbage and recycling cart roll-out was completed.

  • December 30: Last day under the old unlimited collection program. Garbage and recycling carts rented by Local Waste will be collected with garbage and recycling on this day if they were not already previously collected. 


  • January 6: First day of the new program and start of the Implementation Period.

  • March 31: Final day of the Implementation Period. Any requests to change carts size must be made in advance of this date.

  • May 5: First Unlimited Collection Day

  • July 7: Second Unlimited Collection Day

  • October 6: Third Unlimited Collection Day

  • December 29: Fourth (and final) 2021 Unlimited Collection Day
